The bios is throttling the voltage down in most probability because you do not need the increase to load the bios. Is cool n quiet disabled along with C1E?

There is no setting for Cool nīquiet or C1E,but all others like turbo and dynamik clocking is set to disabeld.
I found this setting "AMD Application Power Management" what is that?Itīs set to disabeld.

Edit:There was a Cool nīquiet setting and it is disabeld.

What does CPU-Z say regarding the vcore? I've had issues with HW monitor before.

Seems to be working then. What is your CPU temp under load about 20 minutes into a Prime 95 run. 1.5V is a lot, but you probably need that much to get 4.3GHz. Is it stable after at least 3 hours of Prime 95?

1.5v is fine. Keep loaded temps under 55 and that is acceptavle. Phenoms and FX chips are ok with higher voltages up to 1.55. Heck, I take it to 1.6v.
