Catalyst Control Center. I use the Betas all the time. Most have really good improvements over the last full release.

Yes, always use the latest drivers. When I switched from 13.4 to 13.5 beta I noticed a jump in performance with my 6970. The word beta throws people off.

The only problem with the last two betas I noticed was that crossfire wouldn't enable unless I rebooted after installing it, just mildly frustrating.

That does sound a little annoying but it is always good to restart after installing new drivers so that they load properly.
