This would be the first time I seen someone attempt to cut or mill down any part of a waterblock to make it fit a non ref gpu. I would not get my hopes up of being successful. Most times there are other items in the way of a block fitting. Cap placement is among the most common. look forward to your pic so we can get a better idea of what you are trying to do.

Take it to a shop and see if they will mill it.

I don't think you'll be able to fit those two, it's not only mill in question, the holes also doesn't fit.

It can be done... but it looks pretty close to the pre drilled hole for the screw and where the gasket for the top would seal with the block.
I would def. have a professional do the milling.. since you might not have the right tools for the job.. Also FYI, EK blocks are nickel plated. So if you do mill that section our I would strip the nickel plating off since its going to flake were you will mill the block. Under the plating is just plan on copper.

Ok, now I understand. I was thinking you wanted to cut off everything to the left of the plastic.

I would use a Dremel - they make blades specifically for cutting soft metals. Of course, the problem there being that a Dremel would cost you as much as a new block.

Copper is very soft. Maybe a grinding wheel?

Actually, now that I think about it, you could use a small cobalt drill bit as a cutting tool. You would probably break a couple of bits in the process, but that should be an inexpensive solution.
