    Good, now we know.

    Please update your RAM's system specs accordingly.

    Now back to your overclock; when you set it to run at 4.0GHz, what is the Vcore set to?

    All you should need to do is bump the CPU multiplier from 16.5x to 20x and adjust the vcore. 1.5V should do it for 4.0GHz. (You might need to bump the CPU northbridge voltage up as well.)

    Change "CPU Offset Voltage" from "AUTO" to whatever value need to so that it increases from 1.440V to 1.5V. See if it boots after that. If not you might need to change the "CPU/NB Offset Voltage".
    Also change "AMD Turbo CORE Technology" from "AUTO" to "DISABLED".

    It'll change when you save and exit. Set it to read "0.05". That will give you roughly 1.5V.

    When i hit save changes and reset it closes everything but wont turn off complacently or restart i have tp make it restart

    Set the "CPU & NB Voltage" to "Manual".
    Set the "CPU Offset Vvoltage" to "1.5".
