Default Problem with fps on css

hey all, i recently got a new computer and ive installed hl2 and im playing counter strike source and im noticing that my fps is very low.
I think i should be getting a lot better fps with the computer i have.
im going to get a new graphics card prob a geforce 8600gt i was just wondering if that would help at all.
i did the video stress test on cs and only got a 15.51 fps average.

    Com:
    AMD Athlon 64 Dualcore 4000+ @ 2.11ghz
    1.5gb of ddr2 memory 533mhz
    asus m2n-mx se motherboard
    160gb sata hard drive

any help would be good thanx.

before you go buying a graphics card, make sure you have a free pci slot for it (if your using a pci motherboard). and if there is make sure to put the graphics card in the furthest slot inwards as that tends to be the pcie x16 slot.if that doesn't make sense to you, just ask and ill explain it all for you.
