You have an AMD X4 9950, yet the motherboard needs to be Pentium 4?

Ok, do you already have the processor for this system? If so, I will tell you now that there is no way of you running that processor at 3.7 GHz. That is unless you used liquid nitrogen or possibly dry ice, but that currently seems beyond what your knowledge capabilities would allow for. Not trying to be rude, but it is what it is.

Also the processor that you have listed will not run DDR3 memory. If you are wanting to run DDR3 memory, you would need to upgrade to AMD's AM3 line of processors. Now for the processor that you have listed, here is the motherboard that I would recommend for you: FOXCONN Destroyer. Newegg currently has it for $50 off, at $189 USD. It is the best AM2+ motherboard on the market that has an nVidia chipset. Although thsi motherboard will accept DDR2 1066, I would suggest running DDR2 800 memory instead. The reason is that the AM2+ chips had a fault in the memory controller that only allow DDR2 1066 to run in 1 DIMM per channel, and also it was hell trying to get them to run in the first place.
So stick to a good set of DDR2 800 instead.
