    try :

star>>control panel>>internet options>> advanced>> reset if its IE 7 , in IE6 and below the reset its in Programs tab. Also try to delete all history and cookies ( its in General tab of internet options)

If you want to do a re-install, then you need to first remove your current IE install (this will stop the wizard from saying that you already have the latest version installed.)

Not sure whether your in XP or Vista, as the following applies for XP (should be similar if not the same in Vista)

To stop the message saying you have the newest version, log into your main account (the one with the broken IE) go to start > control panel > add remove programs > add remove windows components and select internet explorer (make sure this is the only thing selected.) It should go about its business and remove IE.

Re-installing with the setup file you downloaded should then work fine.
