I really don't know about W10 Creators Update, I'm using W10 Pro 1607 version so I can suggest you to use W10 pro 1607 version, The ROG Apex is one very good overclocking and gaming board, you shouldn't have any issue with it.

I7 7740x is compatible 100% with Rog APEX since BIOS 0601 and up. Sure for more GPU and More than 32GB of RAM the 6 core processor is the better solution, Any of the GPU alternative is OK too. No worries the APEX board will support everything you trow at it. Exclusively APEX is better overclocking board than Rampage Extreme.

The performance between a GTX 1070Ti and a GTX 1080 is almost the same only that a GTX 1070Ti costs (depending on the model), about 10-15% less than a GTX 1080. Which one you want is completely your decision, personally I'll go with GTX 1070 Ti.

If you have 32GB (8GBx4), obviously you need to put them in the RAM bank from both side, but if you have 16GB (8GBx2), you can put them in the left and right banks (bank A and B, and C and D ), you can put all 16GB in Bank A1 y B1 (left Side), every option is described in Board User Manual. So you can make ram combination taking in care that bank on left side from CPU socket are A1 / B1 and from right side of CPU socket are C1 / D1. Saing that its means if you have only one stick of Ram you need to put it in the bank A1, if you have two Ram Sticks you can put them in Bank A1 and B1 (left side), or A1 and C1 (left and right bank), if you have 3 ram sticks you need to put them in the A1 and B1 (left bank) and C1 (right bank), and if you have 4 sticks obviously you will populate all 4 banks with the Ram Sticks.
