    You need to move the heat from cpu to the water then from the water to the air. With the right cpu block and rads and fans you may get better numbers but even a flow rate of half a gallon a minute is...

    That is a definite maybe.... it depends on why it died. All that baking fixes is bad solder joints... if a component has failed then you need to identify it an change it.
